Reason for Chongqing bus falling into the river released: passengers and drivers fiercely argue and fight each other, causing the vehicle to lose control
On November 2nd, Liugong excavator parts learned from a press conference on the cause of the Wanzhou bus falling into the river incident in Chongqing that at 10:08 am on October 28th, a bus and a small car collided at the Yangtze River Second Bridge in Wanzhou District, Chongqing, and the bus fell into the river. After the incident occurred, the Central Committee of the Communist Party of China and the State Council attached great importance to it. The Ministry of Emergency Management, the Ministry of Public Security, and the Ministry of Transport sent personnel to Chongqing to provide on-site guidance, inquiry, and disposal. The party committees and governments at the city and district levels have arranged for public security, emergency response, maritime affairs, fire protection, long-distance navigation, health and other departments to form an on-site command center, fully carrying out operations such as search and rescue, on-site investigation, incident investigation, and aftermath disposal.

The on-site command center arranged more than 70 professional salvage vessels, including frogman rescue teams, underwater robots, and crane boats, to conduct comprehensive search and rescue operations around the area where the bus fell into the river. After a thorough investigation, the identities of 15 drivers and passengers were identified. Overcoming practical difficulties such as complex water conditions and a depth of over 70 meters, we have successfully recovered the bodies of 13 victims and acknowledged their identities. Accurately locate the direction of the vehicle that fell into the river, and salvage the bus that fell into the river at 23:28 on October 31st. Now, the follow-up work is being carried out in an orderly manner.
The public security organ has successively obtained more than 2300 hours of surveillance video and more than 220 pieces of tachograph video, investigated more than 160 passing vehicles before and after the incident, and inquired about 132 witnesses, drivers and passengers of vehicles around the scene, passengers of vehicles involved in getting off early, relevant personnel of the bus company and related persons of the involved personnel. At 12:50 am on October 31st, divers salvaged the vehicle's driving recorder and SD card from the water. The public security organs repeatedly simulated experiments and successfully recovered the SD card data, extracting the internal monitoring video of the vehicle before the incident.
The public security organs conducted a comprehensive investigation of the 36 stops along the route of bus route 22. After visiting the four passengers who got off at the two stations before the incident (Nanshan Chalukou Station and Huilanta Station), it was confirmed that there was a female passenger in a medium height and light blue denim shirt inside the bus who had a dispute with the driver for missing the exit address. After further investigation, the female passenger is Liu (48 years old, from Wanzhou District). Summarize the pre query visit situation and verify it with the extracted vehicle internal video surveillance to restore the situation at the time of the incident.
At 5:1 am on October 28th, Ran (male, 42 years old, from Wanzhou District), the driver of the early bus of the bus company, left home for work. At 5:50 am, he drove the No. 22 bus from the starting station Wanda Plaza and traveled normally along the route of the No. 22 bus. At the time of the incident, it was the third departure of Mr. Ran. At 9:35, passenger Liu boarded the train at Four Seasons Flower City Station on Longdu Square, with the destination being No.1 Home Furnishings Hall Station. Due to road repairs and diversion, Bus Route 22 is no longer operating at the No.1 Home Furnishings Museum Station. When the train arrived at Nanbin Park Station, the driver Ran prompted passengers who were going to the No.1 Home Furnishings Museum to get off at this station, but Liu did not get off. As the car continued to trek, Liu noticed that the vehicle had passed his destination station and requested to get off, but there was no bus stop there and the driver, Ran, did not park. At 10:03:32, Liu left his seat and walked to the right rear of Ran, who was driving. He leaned against the armrest pillar around Ran and scolded him. Ran repeatedly turned around to explain and argue with Liu, and the argument gradually escalated, with each side using offensive language. At 10:8:49, when the car was trekking to the Wanzhou Yangtze River Second Bridge, 348 meters away from the south bridgehead, Liu's right hand held a mobile phone and hit the right side of Ran's head. At 10:8:50, Ran's right hand spread out the steering wheel and hit back, swinging sideways and hitting Liu's neck. Subsequently, Liu hit Ran's shoulder again with his phone, and Ran blocked and grabbed Liu's right upper arm with his right hand. At 10:8:51, Ran retrieved his right hand and used it to make a sharp turn to the left (at a speed of 51 kilometers per hour), causing the vehicle to lose control and deviate from the center solid line to the left. After colliding with a red sedan (at a speed of 58 kilometers per hour) that was traveling normally in the opposite direction, it rushed onto the roadside, broke the guardrail, and fell into the river.
A few days before the dispatch of driver Ran, there was no abnormal behavior in the daily track query. The night before the incident, driver Ran and his parents had dinner together without drinking. They returned to their room at around 21:00 with normal energy. At the time of the incident, the weather was clear, the road section was flat, without potholes or obstacles, and the driving visibility was outstanding. After the vehicle was salvaged and brought ashore, it was appraised by the Chongqing Xindao Traffic Accident Judicial Appraisal Institute. Prior to the incident, the vehicle's light signals, steering, and braking were effective, and the transmission and travel system skills were normal, eliminating the factors that caused the vehicle to lose control due to malfunction.
According to the reality of the investigation, passenger Liu had a dispute with bus driver Ran while traveling on the bus. He twice attacked the bus driver Ran with his mobile phone, causing damage to the safety of the vehicle during the journey and seriously endangering the safety of the vehicle. As a bus driver, Ran had a dispute with passenger Liu while driving the bus. After being attacked by Liu, Ran should have realized that his counterattack and grabbing behavior would seriously damage the safety of the vehicle during the journey. However, he did not adopt effective measures to ensure driving safety. Instead, he spread his right hand over the steering wheel to counterattack Liu, and then used his right hand to block Liu's attack and grabbing Liu. His behavior seriously violated the work rules of bus drivers. The physical altercation between passenger Liu and driver Ran resulted in the loss of control of the vehicle, causing it to collide with a small car traveling normally and fall into the river, resulting in serious casualties. Therefore, the physical altercation between passenger Liu and driver Ran has a causal relationship in terms of criminal law, and their behavior seriously damages public safety. They have violated Article 115 of the Criminal Law and are suspected of committing a crime.
Fifteen vivid lives vanished in an instant, and the experience was extremely painful. Liugong excavator parts wish the deceased a peaceful sleep and the living remain vigilant.
