After a few months, the police in our city received multiple similar phone calls: in April 2017, the excavator monitor and pump controller near a construction site on Longjing Road were stolen; On the evening of July 10, 2017, a Liugong excavator accessory was stolen from Lailong Village, Pailou Town, Dongbao District; On the evening of July 11, 2017, a case was reported at the intersection of Jinghe Road and Yangguang Fourth Road in Duodao District... In mid July 2017, Zhang, a resident of Shilipu Town, Shayang County, bought an excavator that had not yet removed the hanging big red flower. Further investigation revealed that although Ding supplied goods to the parts company, the company was unaware of his true identity: the two met in a local excavator WeChat group, and each time they supplied goods, they contacted each other by phone before Ding delivered them to their doorstep.
In early August 2017, specialized police officers arrested Ding in a residential area in Jining and seized 20 sets of second-hand excavator parts. It is reported that these "accessories" were purchased by Ding from "WeChat group netizens" at a price of about 7500 yuan per set.
By utilizing limited information resources, repeated communication, comparison, and identification, the police grasp the pattern of illegal suspects using the internet as a platform to engage in theft, sale of stolen goods, and other illegal activities: each illegal suspect is surrounded by different illegal small groups, often unknown to each other and with low correlation; Except for a very small number of stolen goods delivered by suspects, most of them are searched for buyers online, contacted, priced, and arranged for logistics delivery.
Although the illegal activity of "offline theft, online ordering" has a wide range of crime areas, long fronts, and strong concealment, and the investigation form from object to person is difficult to determine detailed cases and theft suspects for the time being, the specialized police officers still dug through the details, clarified the hierarchy through big data analysis, and carved out a more accurate map of the illegal sales network.
Following the investigation, from August to October 2017, Yang (32 years old, from Yichang), who supplied goods to Ding, as well as Guo (44 years old, from Shaanxi), Ge (33 years old, from Jiangxi), Kang (30 years old, from Guangxi), Huang (45 years old, from Guangxi), and Li (42 years old, from Anhui), who were "offline" of Yang's source of goods, were successively arrested. They uncovered 23 cases of excavator monitors and pump controllers theft that occurred in Lujiang, Lu'an, Gao'an, Guilin, Yichang, Dangyang, Jingmen and other places in Anhui, and confiscated more than 50 stolen goods with a total amount of over one million yuan.
Now, 11 people have been prosecuted by the public prosecution for suspected theft or concealing illegal acts.
